and Cooper was arrested shortly thereafter, the Inquirer reported. Sgt. Stephen Biello of the South Detective Division told the Inquirer that Cooper was rambling when police arrested him and he will receive a mental evaluation. Philadelphia Gay News Publisher Mark Segal said in a statement that police did a thorough investigation, the Inquirer reported. “I totally accept the finding that this was not a bias-based attack,” Segal said in the statement.
