Republican gay activist Bryan Pruitt said a substitute proposal submitted by another Republican ‘is a step backward.’ That proposal calls for supporting President Bush in his efforts to define marriage as a union between a man and a woman.

of lawmakers, WHEREAS, the District of Columbia Republican Committee respects and appreciates the diversity of the American Family including our gay and lesbian family members, a number of whom serve our Republican Party and City Council, BE IT RESOLVED, the District of Columbia Republican Committee strongly opposes amending the Constitution of the United States for the purpose of defining marriage, a responsibility clearly belonging to the States, and discourages all Republican officials from endorsing such an amendment to our Constitution.

BE IT FURTHER RESOLVED, the Chairman of the District of Columbia Republican Committee shall make this resolution known to the President of the United States and send a copy of this resolution to the Chairman, Co-Chairman, the Deputy Chairman of the Republican National Committee, and the District’s Delegation to the National Republican Convention.


Substitute proposal, submitted by member J. Michael Farrell:
WHEREAS, the District of Columbia Republican Committee recognizes that on Feb. 24, 2004 President Bush strongly supported the Defense of Marriage Act that defined marriage for the purposes of federal law as the legal union of one man and one woman as husband and wife, WHEREAS, the District of Columbia Republican Committee takes note of the fact that the definition of marriage as the union of a man and a woman is recognized in all cultures and by every religious faith and that there is in our country an overwhelming consensus for protecting traditional marriage, WHEREAS, the District of Columbia Republican Committee recognizes that state legislatures are free to make their own choices in defining legal arrangements other than marriage, BE IT RESOLVED, the District of Colum
