minimal to none impact outside the confines of the Garden State,” Rouse said. “We’re going to win or lose based on the situation inside each state.”

Although a constitutional ban on same-sex marriage has never been defeated at the ballot box, Rouse said HRC is encouraged by polling in five of the eight states: Arizona, Colorado, South Dakota, Virginia and Wisconsin.

Activists in South Carolina said the New Jersey decision was “heartening,” but also “bittersweet news.”

“Anything short of full marriage equality is second-class citizenship,” said Asha Leong, campaign manager for the Fairness for All Families Campaign, which opposes the proposed marriage ban.

“From our perspective, the opposition is already concerned about our great successes [fighting the amendment in South Carolina], and I don’t think the New Jersey ruling will fuel any fire,” Leong said. “For us, it’s so important to stick to our plan and message … that the amendment is about families, and they’re trying to limit the definition of family as narrow as possible”
