under the Graham bill are slim, according to nightlife advocates. Owners of the two gay clubs, Ziegfeld’s-Secrets and Heat, have declined to comment on what, if any, plans they have for reopening. Graham has said his bill could not have passed had he not agreed to the weakening amendments, all of which were introduced by Ward 5 Councilmember Harry Thomas.


Report shows city has highest HIV infection rate

The city’s HIV/AIDS Admin-istration this fall released the results of a study showing that Washington has the nation’s highest HIV infection rate.

The first comprehensive epidemiological study of the AIDS epidemic in the District conducted in more than five years found that heterosexual sex was the highest overall contributor to transmission of the virus, accounting for 37 percent of the new HIV cases since 2001. The study found that men who have sex with men accounted for 25 percent of the new cases.

But it also found that men who have sex with men accounted for the overwhelming majority of new case among males — 71.3 percent of white males and 33.4 percent of black males. It found that 81 percent of the new HIV cases overall occurred among blacks in a city where black residents make up 57 percent of the population. Dr. Shannon Hader, the newly appointed director of the AIDS administration, said she and Fenty would use the study’s findings to reallocate resources and step up HIV prevention efforts.

Suspense over the unsolved murder in August 2006 of a prominent attorney in the Swann Street, N.W., townhouse owned by a gay couple continued in 2007. The wife, friends, and law partners of murder victim Robert Wone held a news conference urging the gay couple and a third person living in the house to come forward with more information about the crime.
