of civic and neighborhood groups, have discouraged all types of clubs from opening, including those that cater to people under 21.

“What sparked this was a real tragedy,” Lee said. “But this was about a bad operator,” he said, referring to the owner of the club where the 17-year-old girl was shot to death. “The way to deal with a bad operator is to enforce the existing laws and regulations.”

Lee said Graham’s bill would do “nothing” to prevent a criminal with a handgun from entering a nightclub and shooting someone.

Gay D.C. Councilmember David Catania (I-At-Large) said that while he admires Graham’s effort to address the problem of violence in bars and clubs, his bill might be misdirected.

“The nightclubs aren’t the problem,” Catania said. “The guns are the problem.”
